Bugos received his Bachelor of Science in Foreign Service degree from Georgetown University in 1983. He earned his Doctor of Philosophy degree from the University of Pennsylvania in 1988.
Bugos's career began at the California Institute of Technology, where he took a position of a faculty member for two years from 1988. He worked at the University of California at Berkeley as a faculty member as well, just for a year from 1990.
From 1991 to 1993, Bugos served at Wissenschaftszentrum (WZB Berlin Social Science Center) in Berlin as a faculty member. That same year he moved to the organization Prologue Group in Redwood City, California, where he held a post of a historian from 1993 (The Prologue Group is a consultancy specializing in corporate and industrial history).
Bugos published his most popular book Engineering the F-4 Phantom II: Parts into Systems in 1996. Additionally, he is a contributor to journals devoted to the history of science, technology and business. As a historian in private practice, he has also written a case study series for business schools and has privately printed materials for a variety of corporate clients.
