Monroe was born on August 21, 1842 in Indiana, Pennsylvania, United States; the daughter of David Earhart and Mary (Patton) Earhart.
Monroe was educated by private tutors.
Monroe began her career as a teacher in Kansas in 1861. Then in 1870, she became a president of the Atchinson College Institute, where she worked until 1885. In 1885, she became a correspondent for a number of western journals and held it for two years.
Also in 1870, Harriet opened a private school in Atchison, which grew rapidly into a collegiate institute with over 200 students in regular attendance. She worked at that school for fifteen years. Harriet lectured in Philadelphia, Pittsburgh, Washington, New York City and Brooklyn from 1888 to 1891.
In addition to her teaching career, she was a traveling producer of religious stage plays, including "The Scottish Reformation". She provided the scripts, the stage props and the costumes used in her plays. Monroe spent twelve years in Philadelphia, speaking and volunteering at Sunday Breakfast Association.
