Wickham, Henry Taylor was born on December 17, 1849 in Hickory Hill, Virginia, United States. Son of Williams Carter and Lucy Penn (Taylor) Wickham.


Bachelor of Arts, Washington and Lee University, 1868. Bachelor of Laws, University Virginia, 1870. Doctor of Laws, Washington and Lee University, 1935.


In practice at Richmond, since 1870. Assistant attorney, 1874-1878, assistant counsel, 1875-1885, C.&O. Railway Company, and Newport News and Mississippi Valley Company, 1885-1886. General solicitor in charge of law department, and director, 1886-1909, and 1909-1918, vice-president and general counsel, Chesapeake & Ohio Railway Company.

General solicitor in charge of law department C.&O. R.R., under United States R.R. Administration, 1918-1920. Vice-president and general counsel C.&O. Railway and Hocking Railway, 1920-1923, and since advisory counsel. Also receiver for United States Circuit Court, of Virginia Passenger & Power Company, Richmond Passenger & Power Company and Richmond Traction Company Elected to Virginia House of Delegates as a Debt-Payer, 1879.

Elected to Virginia Senate 10 times since 1888 and president protem. 1897-1907; acting lieutenant governor 1939-1941. Member Virginia Debt.

Commission, 1890; member Virginia Debt Commission in controvelsy with West Virginia, 1896-1920. Chairman Democratic conference of Senate and of finance committee, 1896-1907. Was mover of Senate resolution, 1890, under which Virginia state debt was settled on present basis.
