Quinn was born on March 18, 1928 in Memphis, Tennessee, United States; the son of Clarence A. Quinn and Henriette (Rein) Quinn.
Quinn received a Bachelor of Science degree in Engineering from Yale University in 1949. Two years later he earned his Master of Business Administration degree from Harvard University. Also in 1958, James was given a Doctor of Philosophy degree from Columbia University. In 1964, he received an honorary degree of Master of Arts from Dartmouth University.
Quinn began his career as a scientist at Allen B. DuMont laboratories, Inc. in 1951. Three years later he took a position of a teacher of marketing department at the University of Connecticut. In 1957, James held the same position at Tuck School of Business Administration. Since 1964, he was a professor at the same school, where he worked until his retirement in 1993 as William and Josephine Buchanan Professor of Management Emeritus.
In addition, Quinn was a visiting professor at Monash University, Australian Graduate School of Management, University of Western Australia and Dalien University.

1988Quinn advised the new Gorbachev government on establishing a market economy in the Soviet Union in 1989, as one of the representatives of the National Academy of Sciences.
Quinn was a member of American Association for the Advancement of Science.
On February 9, 1950 Quinn married Allie Brady James. They have 3 children.
