Fullen received a Bachelor of Arts degree in 1953, a Master of Arts degree in 1958 and a Doctor of Philosophy degree in Education in 1973 from Ohio State University. He worked there from 1988 to 1996.

Fullen began his career as a teacher at Licking Valley High School in 1963. Five years later he took the same position at Heath High School. Then in 1970, James became a professor at Columbus State Community College. Also he served as a professor at Central Ohio Technical College from 1973 to 1996. Also in 1988, Fullen was appointed an adjunct professor at Ohio State University, where he worked until 1996.
In 1996 he was appointed an adjunct professor at Central Ohio Technical College and Columbus State Community College. In addition to his teaching career, he has written several musical compositions.
Fullen is a member of Licking County Planning Commission, Senior Citizen Levy Advisory Committee and Ohio Association of Community Colleges.
James Fullen is married to Donna Mae Wilson. They have three children.
