Goss attended Chattanooga High School. He received a Bachelor of Arts degree from the University of Tennessee in 1985.
Goss began his career as a staff writer for WDXB radio station in 1970. Three years later he took the same position for WGOW radio station. Then in 1975, Joel became a writer and director of V. T. Films. In 1976, he was a writer for Hi-Test Films.
Also in 1976, Goss became a freelance writer in New York. In 1980, he was appointed a writer and manager at Improvisation, Inc. Since 1983, he has been a managing director for Albuquerque Journal and a vice president of Buster Keaton Archives.
