Manager unsuccessful impeachment proceedings against Justice Samuel Chase, 1804. Minister to Russia, 1830-1831.

Member of the United States House of Representatives from Virginia, 6th-12th, 14th, 16th-18th, 20th congresses, 1799-1813, 15-17, 19-25, 27-29. Jeffersonian leader House of Representatives, 1800-1805, chairman ways and means committee, 1800-1807, supervised passage of the Louisiana Purchase. Member United States Senate from Virginia, 1825-1829.
