In 1978 John D. Graham received his Bachelor of Arts degree in politics and economics from the Wake Forest University. In 1980 he obtained a Master of Arts degree in public affairs from the Duke University. In 1983 Graham received a Doctor of Philosophy degree in public policy from the Carnegie-Mellon University. In 1984 he had a postdoctoral study at the Harvard University.
In 1979 John David Graham was a policy analyst at the office of Management and Budget in the White House in Washington. In 1980 he became a staff associate at the National Academy of Sciences. From 1982 to 1983 Graham was a visiting scholar at the Brookings Institute.
From 1985 to 1987 John was an assistant professor at the Harvard School of Public Health (now Harvard T.H. Chan School of Public Health) in Boston, Massachusetts and worked as an associate professor from 1988 to 1990, and a professor of policy and decision sciences from 1991 to 2001, and also a founding director of Center for Risk Analysis from 1990 to 2001, director of Center for Injury Control, 1990 to 2001.
In March 2001, President George W. Bush nominated Graham to serve as Administrator, Office of Information and Regulatory Affairs, Office of Management and Budget. He was confirmed by the Senate in July 2001. From March 2006 to July 2008, Graham was dean of the Frederick Pardee RAND Graduate School (PRGS) at the RAND Corporation in Santa Monica, California. On July 28, 2008, Graham became the dean of the Indiana University School of Public and Environmental Affairs (SPEA).
