De la Vega Dominguez, Jorge was born on March 14, 1931 in Comitán, Chiapas, Mexico. Attended the National School of Economics, National Autonomous University, with Julio Faesler, Director of the Mexican Institute of Foreign Trade, 1970-1976, and Carlos Torres Manzo. Nephew of Belisario Dominguez, the Mexican senator who publicly accused General Huerta of the murder of Francisco Madero.
First helped in public career by his professor and mentor, Gilberto Loyo. Son of Jaime de la Vega Culebro and Lesvia Dominguez Mandujano.
