Schley, Julian Larcombe was born on February 23, 1880 in Savanah, Georgia, United States. Son of Julian and Eliza Ann (Larcombe) Schley.

Career

Commissioned Second lieutenant C.E., 1903. Promoted through grades to colonel, 1934, major general, 1937. Instructor United States Military Academy, 1909-1912.

Assistant to engineer commissioner District of Columbia, 1912-1913. Executive officer Public Utilities Commission District of Columbia, 1913-1916. Commander 307th Regiment Engineers and later corps engineer, 5th Corps, World War, 1917-1918.

Director purchase and member War Department Claims Board, 1919-1921. Assistant commandant and director of department Engineer School, 1922-1924. In charge improvement of rivers and harbors in vicinity of New Orleans, 1916-1917, Nashville, 1921-1922, and Galveston, 1924-1928.

Engineer of maintenance Panama Canal, 1928-1932. Governor Panama Canal, 1932-1936, director, 1936-1960. Director Panama R.R. corporation since 1928 (president 1932-1936).

Commander Engineer School, United States Army, Fort Belvoir, Virginia, 1936-1937. Major general chief of engrs. United States Army, 1937-1941, retired.

Recalled as director transportation Office Coordinator Inter-American Affairs, to 1945. Retired; executive director Baltimore City Aviation Commission, 1946.
