Career

Began as country school teacher Jamestown Township School, Steuben, Indiana, 1910. High school principal, Flint, Indiana, 1914-1916. Successively private, corporal, sergeant, Second lieutenant, First lieutenant Indiana National Guard, 1911-1916.

Commissioned First lieutenant United States Army, 1916, and advanced through grades to general, 1969. Assistant professor military science and tactics Ohio State University, 1923-1927. Assistant G-4 Hawaiian Department, 1934-1936.

Member General Staff War Department, 1936-1940. Secretary and Executive officer Joint Army and Navy Selective Service Committee, 1936-1940. Promoted to brigadier general October 1940, in recognition of work in preparing plans for Selective Service System.

Appointed deputy director Selective Service System, December 19, 1940, appointed director, July 31, 1941. Promoted to major general United States Army, 1942. Appointed director Office of Selective Service Records, March 1947.

Appointed director Selective Service by President Truman, 1948. Promoted to Lieutenant general, 1956, to general, 1969. Special adviser to President on manpower mobilization, 1970-1973.

Retired, 1973. Chairman Montgomery County chapter A.R.C, 1952-1968. Past president National Capital Area council Boy Scouts American Trustee Tri-State College, Angola, Indiana.
