Jennings was born on May 25, 1956 in Santa Paula, California, United States; the son of Roy Fay Jennings and Helen Virginia (Sowers) Jennings.
Jennings received a Bachelor of Science degree in Fisheries in 1978 and a Master of Science degree in Natural Resources in 1981 from Humboldt State University. Also in 1986, he earned his Doctor of Philosophy degree in Wildlife and Fisheries Science from the University of Arizona.
Jennings began his career as a fisheries staff at Humboldt State University in 1979 and held it for two years. In 1982, he took a position of a research associate at the University of Arizona. Then in 1986, Mark was appointed a research fishery biologist at the United States Fish and Wildlife Service in Dixon, where he worked until 1990. In 1987, he was a research associate at California Academy of Science.
Also he served as a research fish and wildlife biologist at the United States Fish and Wildlife Service in San Simeon from 1992 to 1993. In 1993, Mark took the same position at National Biological Service. Since 1996 he has been a research fish and wildlife biologist at the United States Geological Survey.
Jennings is a member of American Fisheries Society, American Society of Ichthyologists and Herpetologists, Society for Study of Amphibians and Reptiles, Herpetologists League, American Institute of Fishery Research Biologists and Wildlife Society.
