Osborne received a Bachelor of Science degree in Electrical Engineering from the University of Missouri in 1966. A year later he earned his Master of Science degree in Electrical Engineering from Oklahoma State University. In 1971, Owen was given a Ph.D. from the same university.
Osborne began his career as a an assistant professor of electrical and computer engineering at Oregon State University in 1971. Six years later he was appointed part-time information coordinator of Energy Extension program at the same university. In 1978, Owen became a full-time coordinator.
In 1982, he took a position of a director of the Engineering Extension Service at Iowa State University. Six years later Osborne returned to Oregon State University to take the job of an associate director of programs. He began a phased-retirement in 1998, which he completed shortly thereafter with an emeritus appointment.
Osborne is a member of the Institute of Electrical and Electronics Engineers, Iowa Association for Lifelong Learning, American Society of Training and Development, National University Extension Association and American Society for Engineering Education.
On October 13, 1961 Owen Osborne married Judith L. Holt, with whom he divorced. They have two children. He then married Kathryn Osborne.
