Since 2014, Libya's government has been split between the Islamist-dominated New General National Congress in Tripoli and the internationally recognized government of the House of Representatves in Tobruk. In early October 2015 the United Nations envoy to Libya, Bernardino León, proposed a national unity government for Libya led by a prime minister (Fayez al-Sarraj), three deputies from the country's east, west, and south regions, and two ministers to complete a presidential council. However, this national unity government was rejected by the internationally recognized government in Tobruk and the rival government in Tripoli.
