Education
He attended the American School of Tegucigalpa, and then continued his education at Louisiana State University (LSU), where he graduated as an industrial engineer, he also became a member of Phi Iota Alpha faculty; Flores completed his higher education and received diploma in International Economics and Finance. At the LSU he met his future wife Mary Carol Flake, who bore him two children, Mary Elizabeth and Charles David Flores Flakes.
Career
Upon returning to Honduras in 1970 he joined his father's business newspaper « Diario La Tribuna» (Honduras), he was the active member of the Liberal Party of Honduras, was named director of the Central Bank of Honduras (BCH) and the Honduran Institute of Social Security (IHSS).
During Carlos Flores' presidency, Honduras was struck by Hurricane Mitch, one of the worst natural disasters in decades. It caused thousands of deaths and left the national economy in shambles.
President Flores engaged in soliciting international aid from several financial institutions and countries. The response was strong, and funds were directed at reinforcing Honduras' infrastructure, and the agricultural and industrial economic sectors.
