Lacovara was born on July 11, 1943 in New York City, New York, United States; the son of Philisophy Philip Lacovara and Elvira Lacovara.
Lacovara received a Bachelor of Arts degree from Georgetown University in 1963. Three years later he earned his Juris Doctor degree from Columbia University.
Lacovara began his career as a law clerk to United States Circuit Judge Harold Leventhal at the United States Court of Appeals for the District of Columbia in 1966. A year later he took a position of an assistant to the Solicitor General at Office of the Solicitor General of the Department of Justice. Then in 1969, Philip became an associate at Hughes Hubbard & Reed.
Also he served as a special counsel to the Police Commissioner at New York City Police Department from 1971 to 1972. In 1972, he was appointed a deputy solicitor general at Office of the Solicitor General of the Department of Justice. In 1973, Lacovara held a position of a counsel to the special prosecutor at Watergate Special Prosecutor’s Office. In addition, in 1974, he became a partner-in-charge at Hughes Hubbard & Reed.
He worked as a vice president and senior counsel for Litigation and Legal Policy at General Electric Co. from 1988 to 1990. Then in 1990, Philio took a position of a managing director, general counsel and member of Management Committee at Morgan Stanley & Co., Inc. In 1993, he was appointed a partner in New York and Washington of Mayer, Brown LLP., where he worked until 2003. In 2004, Lacovara was a senior counsel at the same company and had held it for twelve years. Since 2004 he has been a legal consultant and independent commercial arbitrator in international and domestic disputes.

Lacovara is a member of International Bar Association, Arbitration Committee, International Arbitration Club of New York, American Association of Appellate Lawyers, American Law Institute, London Court of International Arbitration and International Chamber of Commerce Task Force on Production of Electronic Documents in Arbitration.
He was a chairman of American Bar Association Section of Individual Rights, ABA Special Committee on Amicus Curiae Briefs and a member of ABA House of Delegates. Also he was a president of District of Columbia Bar from 1988 to 1989. Philip was a general counsel and member of Board of Governors of that bar.
On October 14, 1961 Philip Lacovara married Madeline E. Papio. They have 7 children.
