Richard graduated from University of Texas at El Paso with B.A. in 1964, with M.A. (education) in 1968 and with M.A. (political science), in 1970.
He received M.A. (history) at University of California, Irvine, in 1976 and Ph.D. in 1980.

He worked a visiting professor at California State University and a professor of ethnic studies at California State University in Hayward.
