Richard graduated from Harding University with his B.A. in 1965. He received then a Master of Arts from Abilene Christian University in 1967. Hughes earned his Doctor of Philosophy from the University of Iowa in 1972.
Hughes was an assistant professor of religion at Pepperdine University, Malibu, CA from 1971 until 1976. He began as associate professor, then became professor of religious studies at Southwest Missouri State University, Springfield, from 1977 until 1982. Thereafter he was a professor of history at Abilene Christian University, in 1982-1988. He worked as an assistant professor of religion at Pepperdine University, Malibu, California, in 1988-1994, then as distinguished professor, since 1994. He was also a lecturer at various educational institutions across the United States.
He has been a member of advisory board of Boyer Center, Messiah College since 1998; member of the Institute for Study American Evangelicals (advisory board since 1988); member of the American Society of Church History and American Academy of Religion.
Richard married Janice Ann Wright, on September 8, 1963. He has a child, Christopher Andrew.
