Piow was born on March 14, 1930 in Singapore.
Teh attended his formal primary and secondary education at the Anglo-Chinese School in Singapore. He received three degrees at the unaccredited Pacific Western University and Doctor of Philosophy degree at unaccredited Clayton University and University Malaya.
Teh began his career as a bank clerk at Overseas-Chinese Banking Corporation Ltd in 1950. Five years later he was promoted to the officer at the same corporation. Then in 1960, Hong took a position of a manager at Malayan Banking Berhad. In 1964, he became a general manager at the same bank.
In addition, since 1966 Hong has been a chairman of Public Bank Berhad. He retired as a chairman emeritus of that bank on January 1, 2019. Also he was the chairman of the Public Islamic Bank Bhd and Public Investment Bank Bhd. Since 2018 Hong has been a non-executive director of those banks.
Teh is a member of Bankers Club, Royal Selangor Club, Penang Turf Club and others.
On February 8, 1956 Hong Teh married Puan Sri Tay Sock Noy. They have four children.
