Theodore Acland Harper was born on December 17, 1871 in Christchurch, New Zealand. He was a son of Leonard and Joanna Dorothea (Acland-Troyte) Harper.

He was engaged in mining engineering in Arizona from 1897 to 1900. In gold rush, he was at Cape Nome, Alaska, from 1900 to 1901. From 1902 to 1910 he was a general manager at mining concession in Eastern Siberia. He also traveled in Manchuria, Mongolia, Japan, Central America, etc., reporting on mines. From 1910 to 1911 he was a manager of mines in Juneau, Alaska. He resigned from mining connection and bought fruit ranch in Oregon.
He was a member of the Institute of Mining and Metallurgy in London and of Oregon Writers' League.
On November 8, 1908 he married Winifred Mary Hunter-Brown. On July 5, 1933 she died.
