Jacobs was born on April 22, 1936 in New York City, New York, United States; the son of Albert Charles Jacobs and Loretta Field (Beal) Jacobs.
Jacobs received a Bachelor of Art from Princeton University in 1958. Two years later he was given a Master of Arts degree and a Doctor of Philosophy degree in 1971 from Columbia University.
Jacobs began his career as a member of faculty at Middlebury College in 1965. Eleven years later he took a position of a chairman of history department and held it until 1988 and again in 1991-1995 at the same college. Also Travis became a professor of history at Middlebury College. Then in 1992, he was appointed a Fletcher D. Proctor professor of American history at that college. Since 2008 Travis has been a Fletcher D. Proctor professor emeritus at Middlebury College.
Jacobs was a president of Chappaquiddick Island Association from 1983 to 1986. He is a member of American History Association, Center for Study of Presidency, Organization of American Historians, Society for Historians of American Foreign Relations and Vermont History Society.
Travis Jacobs was married to Eleanor Morison, with whom he divorced in 1982. They have two children.
