After graduating from Komaba Agricultural School proceeded to America for further studies (1884) where he graduated with a master's degree in science. Returning home succeeded to his father’s estate (1888). Was nominated to House of Peers (1897) on a Kenkyukai Party ticket and was active in politics. Later vice-president of Yokohama Specie Bank, to eventually become president (1911). Left this to become Governor of Bank of Japan (1913). Was once married to Nobuko, daughter of Iwao Oyama, whom he divorced. Takeo Kawashiraa, central character of Roka Tokutomi's novel Hoto- togisu, is supposed to have been modeled after him.
