Career
For the first time Mr. Barnet commenced his services as Vice-Consul to the Cuban Legation at Paris on the 4th March 1903;
Obtained his first promotion as Consul of the 2nd Class in the same City on February 10th, 1904, remaining attached to the same Legation.
Was promoted Consul of the 1st Class on the 2nd July, 1906, but at that time the Consulate was apart from the Legation, being.
Was promoted Consul-General 17th August, 1908, at Liverpool; subsequently transferred to Rotterdam on the 24th July, 1909, afterwards functioning at Hamburg from the 25th June, 1913.
Whilst at Hamburg the Republic of Cuba declared war on Germany.
In September 1915, returned to Cuba on furlough after 13 years' absence.
Then joined the Ministry of Foreign Affairs at Havana.
In July 1916, he left for Hamburg to take up his late post. He represented Cuban interests in this town until April 1917 when he handed over Cuban interests to the Spanish Consul-General, office of Consular - General of Spain.
For three weeks, M. Barnet with his family and other Cuban officials were taken to Berlin as hostages. Eventually he went to Switzerland, where, through the decision of the Minister of Foreign Affairs, he was sent to the Cuban Legation at Paris to lend his services there.
The manner in which he fulfilled his mission was highly appreciated at this time of the world war and the Minister of Foreign Affairs, in order to reward him for such services, nominated him as Charge d’Affairs at la Paz, Republic of Bolivia on 28th February 1918.
But this post he did not take up, the Government having a little while later nominated him as Introducteur des Ministres ad- interim (1st June—2nd November 1919).
Greeted the Urugnayian mission at Havana on its arrival and also that of the British Embassy.
Was appointed Envoy Extraordinary and Minister Plenipotentiary for the Republic of Cuba in China on the 25th July, 1918, and he took up his duties at Peking on the 13th April, 1919.
