Engineer. Member of the 4th Duma. At the time of the February Revolution 1917, appointed commissar of railways by the Duma. On his own initiative used the railway telegraph (the most efficient telecommunications network at the time) for transmitting revolutionary appeals throughout Russia.
By preventing the return of the Tsar’s train from Military HQ in Mogilev to Tsarskoe Selo, made a decisive contribution to the victory of the February Revolution 1917. After the revolution, appointed commissar of transport. Disappeared from the scene, probably perished in the Gulag.
