Secretary, minister of war and navy, 1916. National deputy to 28th legislature. Minister plenipotentiary to Brazil, 1918.

Under-secretary of foreign affairs, 192024, minister, 1924-1927. Special envoy to negotiate a treaty on commerce and navigation with Japan, 1924, to sign the claims convention between Mexico and Germany, 1925, and to sign the treaty on extradition between Mexico and Cuba, 1925. Ambassador on special mission to Cuba for the inauguration of President Machado, 1925: elected governor of Nuevo León, 1927.

Minister of public edn., 1930. Minister of industry, commerce, and labor, 1930-1931. Chief, central department, of the federal district, 1932-1935.
