Educated at Setif and Algiers then at Montpellier University in southern France. . He also pursued his political studies at Prague University, Czechoslovakia.
Young intellectual brought into government by President Boumedienne in and put in charge of youth and sport. Five years later when a new ministry covering primary and secondary education was created he was chosen as its first Minister.After acquiring administrative experience at Bone and Constantine, he was appointed to the central committee of the National Liberation Front (FLN) in April 1964. He had a brief assignment as Ambassador to Syria before returning to be administrator of Algiers.
In the first cabinet formed by Boumedienne after the June 1965 coup he was appointed Minister of Youth and Sport, a portfolio which he handled with efficiency but which did not stretch his ability.
A handsome man with piercing eyes, a good party organiser and an efficient administrator.
