Educated at local schools and then went to France where he obtained a doctorate in Law at the University of Paris.
He joined the Foreign Ministry and in 1957 he was appointed a minister at the ministry. In 1958 he was posted to the United Nations in New York where he served as charge d’affaires until he was recalled to Rabat in 1959 as Director of the Royal Cabinet. From 1961 to 1962 he was charge d’affaires in Paris and then became Ambassador to the three Benelux countries in 1962.
He went to Peking in February 1965 as Ambassador and in 1967 he returned to North Africa as Ambassador to Algeria. In 1968 he entered government as Minister of Higher Education and in August 1971 he returned to the Ministry of Foreign Affairs as Foreign Minister. It enabled him to reappear at the United Nations as head of delegation at the opening of the General Assembly. He was confirmed in his post in the government formed by Karim Lamrani on April 12, 1972, but was replaced shortly afterwards by Ahmed Taibi Benhima.

Experienced politician and diplomat, a man of style as much at ease in Peking as in Paris. Known as a “King’s man" ever since he was Director of the Royal Cabinet, he retains the high esteem of King Hassan and seems likely to be recalled to serve in future governments.
