After education with the royal family he began his law studies in Rabat and completed them in Paris.
After qualifying he was appointed to the Royal Cabinet in 1956. He became deputy director in one of the ministries in July 1960 but resigned 18 months later when given the job of a senior civil servant, dismissed for taking part in a strike. He returned to government service as director of the cabinet at the Ministry of Health, then became Undersecretary of State at the Ministry of Information in November 1963.
When he was transferred as Undersecretary of State at the Ministry of Tourism in June 1965, he stayed only a month because of a government reshuffle. In October 1965 he was back in the Royal Cabinet. Two years later he was appointed Ambassador to Denmark. He entered the cabinet when Karim Lamrani formed his government on April 12, 1972.
