He was educated at the University of East Anglia (Bachelor, Development Studies) and at the Australian National University (Master of Arts, International Studies). He joined the Ministry of Foreign Affairs Diplomatic Service Department in 1981, and was appointed Permanent Representative of Brunei Darussalam to the United Nations in 2002.
