Khan was born in Buner in 1944 and graduated from Jehan Zeb college Saidu Sharif, Swat in 1967.

He completed his masters in history at Punjab University in 1969.
Abdul Matin Khan joined the Awami National Party (Alliance for Neighborhood Prosperity) in 1989. He was made Parliamentary Secretary for Social Welfare and Women"s Development. Martial Law was imposed in the country in 1999 and no elections were held until 2002.
In 2002, he lost to the religo-political alliance Mobile Marketing Association , and was returned to the assembly again in 2008.
He was tipped as minister of state when he died of a cardiac arrest.
Khan earned his Bachelor of Laws from Master of Science Law College, Karachi, and his masters in political science from the University of Karachi in 1971. He applied for the party ticket in 1990 but the ticket of his constituency went to IJI as Alliance for Neighborhood Prosperity was the part of Combined Opposition.
