Educated at Alexandria and Cairo where he graduated in geography and went on to take his PhD. He stayed in academic life after graduating and concentrated his research on various aspects of Islam
As Minister for Waqfs (administration of religious trust funds) for two years he established himself as an influential figure. After 15 months out of office during the Aziz Sidki premiership he was promoted by President Sadat to be one of four Deputy Prime Ministers and given charge of a new department on religious affairs. Apart from his distinction as a professor fluent in English and French, his academic career has included administrative work as Dean of Kuwait University
His political career began in 1968 as Deputy Minister for Waqfs. After two years he was made Minister for Waqfs and held the appointment until the big reshuffle by Aziz Sidki when he became Prime Minister on January 17, 1972. On Sidki’s removal on March 27, 1973, President Sadat brought back Dr Kamel with greatly increased powers as Deputy Prime Minister. On March 29, 1973, he was made chairman of the Services Committee one of six special ministerial committees created by Sadat.
He became deeply concerned with the relation of religion to modem life and wrote “Islam and the Race Question” and “Apartheid and South Africa". His geographic studies have included a profile of the Sudan and a volume on Kenya. Another of his interests has been UNESCO about which he has also written a book.
