After reaching adulthood, Abe was a governor of Koshi Province.
At the Emperor's command he led an expedition as commander of a fleet dispatched to Akita and Nushiro in 658, where he subjugated the Ainus and fixed the territorial boundaries of Nushiro and Tsugaru. His expedition further extended to Watari-noshirna, or Hokkaido, where he established the gun (county) of Shiribeshi. Advancing further northward as commander of his army, which included Ainus of Mutsu (northern Honshu) and Hokkaido, he carried out a campaign in Mishihase. During the reign of Emperor Tenchi, he led an expedition to Korea to assist Kudara, one of the states into which the peninsula was divided at the time, in its battles with China and Shiragi. He was defeated at Pai-song-kiang, however.
