He graduated from the Law Department, Tokyo University, in 1896.
After serving briefly at the Finance Ministry, he joined the diplomatic service and went to England. He was appointed senior secretary of the Legation in China (1905). When the Nanking Incident broke out (1913), some people blamed him for the "weak-kneed" diplomacy toward China. He was stabbed by two assassins, Mitsuru Okada and Chiyokichi Miyamoto of Fukuoka Prefecture, on September 5, 1913. Although he chased them despite his wound, he succumbed the following day.
