For about two centuries, his ancestors were officials of Nokaya village in Izumo (Shimane Prefecture). While still young, Seiemon improved rice fields and farming methods in his native district. He was responsible for a 15-year irrigation works plan which resulted in the development of 250 additional acres of good rice-fields.
Died in 1862 at the age of 70.
