Abe Shigetsugu was born in 1598. Abe was the second son of Masatsugu who was Roju (Minister) of the Shogunate Government, he served Shogun Hidetada and was a favorite with him.

In 1619 he was made Lord of Yamashiro (Kyoto Prefecture) and later of Tsushima. In 1629 he was granted a fief of 58,000 koku in rice as Lord of Iwatsuki Castle in Musashi Province (Saitama Prefecture). He was appointed a Roju in 1639. His fief was increased by 10,000 koku in 1647. Upon his father's death in 1648, he succeeded to his father's fief, which increased his total fief to 98,000 koku. On the death of Shogun lemitsu, the third Shogun of the Tokugawa Dynasty, in 1651, he immolated himself together with Masamori Hotta.
