After finishing school at Seiseiko Middle School left for Korea where he founded the newspaper, Chosen Jiho Shimpo.
Was arrested for involvement in the Bimpi affairs, but was soon released in 1891. Then coming under the influence of Tomofusa Sassa he joined the Kumamoto Kokken Party in 1898 and was elected to the Diet seven times. He later became a member of the Rikken Doshi-kai Party, when it was formed (1913) and had a successful political career : parliamentary under-secretary in Okuma Cabinet (1914), Minister of Communications (1925), Home Minister in Hamaguchi Cabinet (1929), and also in Wakatsuki Cabinet (1931). Due to difference of opinion he left the Rikken Doshikai Party and formed the Kokumin Domeito. He was clever in election affairs and earned for himself the title of Senkyo-no-Kamisama (god of elections). After the surrender of Japan, he was purged by the American occupation authorities. He died in August 1948 at the age of 83.
