He joined the diplomatic service after graduating from Tokyo University.
In 1913 he was appointed Minister to Mexico. In 1918 – became an ambassador to Belgium. In 1927 he became an ambassador to France. An authority on international law, he was a member of the Alumni Association of Tokyo University. He attended meetings of the League of Nations as Japanese delegate, serving as chairman of its conferences sometimes. He was appointed in 1930 Chief Judge of the International Court of Arbitration.
Died in 1934 at the age of 65.
