During the hetman regime did underground work in Ukraine. 1923-1929 Presidium member, All-Ukraine Central Executive Committee. 1927 secretary, All-Ukraine Central Executive Committee.
From 1930 chairman, Far Eastern Kray Executive Committee. 1933-1935 member, Russian Soviet Federative Socialist Republic Council of People's Commissar. Head, Main Board, Road Transport Construction.
1936-1937 chairman, Tobol'sk Okrug Executive Committee. 1937 arrested by State Security organs. 1955 rehabilitated; from 1955 pensioner.
