Studied in Yerevan and Echmiadzin. Graduate Communist University in Moscow.
Helped found workers and peasants’ youth organizations in Armenian From May 1919 co-ed, underground Communist Youth League newspaper Spartak. August 1919 arrested.
After his release from jail active in preparing 1st Conference of Arm Communist Organizations. Held illegally in Yerevan in January 1920. 1920 after defeat of May Rebellion in Arm, appointed secretary, underground Yerevan Party Committee.
October 1920 arrested and sentenced to ten years in prison. December 1920-February 1921, after establishment of Soviet regime in Arm, appointed secretary, Yerevan Party Committee. February-April 1921 on the Sevan Front.
1921 sent to study at Sverdlov Communist University, Moscow. After graduate Party work in Leningrad. Head, Agitation and Propaganda Department, Vyborg Rayon Committee, then head, Organization(s) Department, Moscow-Narva Rayon Committee, Leningrad.
1928 sent back to Arm by Central Committee, All-Union Communist Party (Bolsheviks). 1928-1930 second secretary, May 1930-1936 first secretary, Central Committee, Communist Party Armenian

Communist party could initiate policies in the name of the society because it knows what the best is for its progress and development.
