He was educated at the University of Jordan (LLB, 1991), the University of Virginia (LLM, 1992), and King's College London (PhD, 2000).

He served as Jordanian Minister for Public Sector Reform from 2004 to 2005, and as Jordanian Ambassador to the European Union, Belgium, Norway, Luxembourg and NATO. He was Secretary General of the Union for the Mediterranean from 2010 to 2011. His father Khalaf Masa'deh is a former Jordanian Justice Minister.
