Educated locally, he graduated and continued his studies at the Institute of Political Science in Paris.
After making his reputation in law he was appointed Royal Procurator at Marrakesh in June 1956. Six month later he became Royal Procurator at the Military Tribunal at Meknes, Advocate General at the Supreme Court in Raba and Royal Procurator at the Appeals Court in Rabat.
As an academic authority his repottion was enhanced by his appointme as Professor of Law at Rabat and at the Moroccan School of Administration, was also made Professor at the lnstitute of Advanced Juridical Studies. He was appointed to the Royal Cabinet and stayed as the confidant of the King at the palace for over three years. He was appointed Minister of Public Administration in 1971. When Ahmed Osman formed his cabinet in November 1972 "e was appointed Minister of Information.

An outstanding legal authority, held in high esteem both in the courts and at the universities. Chosen by the King to defend Ahmed Dlimi as Director of National Security at the Ben Barka kidnapping trial in Paris, he secured a sensationally triumphant acquittal in June 1967. One time member of the Royal Cabinet, he is often consulted by the King. An experienced minister, he has twice held the Information portfolio.
