Graduated with an engineering degree from Cairo University in 1954. From 1949 to 1951 he was in Britain and France for post-graduate research into the workings of power generating stations.
After building up a vast amount of experience at various generating projects in Egypt he was appointed director of the Cairo power station in 1963. He was promoted to deputy director of the Aswan High Dam authority in 1967. Following his appointment to the government as Minister of Power he went on visits to the Soviet Union and Poland in November 1971.
At the big government reshuffle when Aziz Sidki became Prime Minister on January 17, 1972, Sultan was one of only nine survivors retained because their specialist knowledge was too important to lose. He was retained for the same reason on March 27, 1973, when Sidki was dismissed as Prime Minister.
A man esteemed at the Presidency for his technical advice and his ability to tackle problems on his own without looking over his shoulder for political approval.
A sophisticated technocrat was well aware of the competing economic pressures from the capitalist West and the Communist East.
