Aibara Isaburd was born in 1827.
When Commodore Perry’s fleet arrived at Uraga in 1853 to bring an end to the Tokugawa Period’s national isolation policy, he, as yoriki, or ofticial attached to the governor, of Kanagawa, was placed in charge of the reception for the American envoy. When Kanagawa was opened as a port for foreign ships, he was appointed Governor of Kanagawa, then Chief SupGrintcndent and Lord of Izumo Province (Shimane Prefecture).
