Airo Kitayama entered Social Affairs Bureau of Tokyo Municipal Office and later served with Tei-koku Petroleum Company and then as part time employee of Kahoku Yury (North China Oil Stuff) Association and Critical Materials Control Association. He became mayor of Hanamaki Town (1947) and chairman of Iwate Prefectural Association of Town and Village Mayors. Re-elected mayor of Hanamaki Town (1951). Assumed additional post of adviser of Iwate Prefectural League of Socialist Party. Airo Kitayama served as Vice-Governor of Iwate Prefecture.
