Akaha Shiro was born in Wakamatsu Fuku- shima Prefecture in 1855.
He began his education at Nisshinkan (clan school) and later proceeded to America for further education.
Returning home entered tho Ministry of Foreign Affairs in 1882 and saw service in Russia and America. Returning home was appointed secretary to the Foreign Minister in 1892, and then posted to the Japanese Legation in Berlin as first secretary, to become Minister in Holland, Minister Plenipotentiary and then in Spain, where he represented Japan as a special envoy at the King of Spain’s coronation. After his return from Spain resigned from service.
