Akama Bunzo was born in 1899 in Fukuoka Prefecture.
In 1925 he graduated from Tokyo University.
He entered the Home Affairs Ministry after graduating from Tokyo University. Afterwards, he was transferred from the Home Affairs Ministry to the Ministry of Commerce and Industry (called the Munitions Ministry during the wartime). Elected in the first gubernatorial election in 1947 from the Prefecture of Osaka, and was reelected to that position twice (1951 and 1955). He was advisor to the Osaka Prefectural Chapter of Jiyu- Minshuto Party.
