He started in the publishing business after graduating from Aichi Third Middle School (1916) and also engaged in politics in the cause of ultra-nationalism. He headed the war-time National Foundation Association (Kenkoku Kai) and Greater Japan Imperial Rule Association (Dai Nippon Kodo Kai) and was a director of the International Anti-Communist League (Kokusai Hankyo Remmei). He was returned to the House of Representatives in 1942. After the war's end he was purged. Following his depurge, he ran in the general elections several times but unsuccessfully. He is president of the Greater Japan Patriots' Party (Dai Nippon Aikoku To).
Like many Japanese ultra-rightists, Akao had earlier been an anarchist before moving to the radical right, and was a vocal opponent of the Soviet Union and Communism.
