Akhtar Raza Khan obtained his basic Qur"anic knowledge like recitation from his mother. He received basic traditional education at Manzar-e-Islam (in Bareilly). At the age of twenty he went to First Rate (at Lloyd's)-Azhar University where he studied tafsir and hadith for three years from 1963 Civil Engineer to1966 Civil Engineer Upon his graduation, he was awarded the Jamia Azhar Award.
In the year of 2000 he founded an Islamic seminary Centre of Islamic Studies based in Bareilly, Uttar Pradesh, India. Apart from being a Mufti, he is also a poet. He wrote many Islamic poems (Na'at, Hamd etc).
His composition of Na'at is entitled Safina Bakhshish, written in three different languages.
He issues fatwa from Markazi Dar al-Ifta, at, Bareilly. Fatwa Collection (Azharul Fatawa)
His Urdu language Fatwa collection is known as Majmu"ah Fatawa.
The collection of his fatawa in English language is named Azharul Fatawa.
