Akira Takagi was born in 1904 in Tochigi Prefecture.
He graduated from Nihon University.
He served as manager of Mejiro Gakuen (Academy), Nakano Higher Wireless Telecommunications School and Nakano Gakuen Middle School. He founded Kokusai Gakuen and set up Foreign Language School attached to it (1946). He was elected to House of Representatives (1949). He founded and became president of Kokusai Junior College (1950). He held a few additional posts including that of councilor of Political Affairs Research Committee of Liberal Party.
