Akira Yoshioka was born in 1915 in Yamaguchi Prefecture, Japan.
Attended Law Department of Tokyo University but left to become a diplomatic student secretary of Ministry of Foreign Affairs (1941).
After the end of the war, served in the Central Liaison Office and its local office in Kyoto. Assigned to the Overseas Office of the Foreign Ministry in Washington (1952) and appointed Consul at Calcutta (1953). Appointed acting chief of the Second Section of the Migration Bureau of the ministry (1955).
